SENATE JOINT RESOLUTION NO. 21 Proposing amendments to                                                                          
the Constitution of the State of Alaska to increase the number of                                                               
members on the judicial council and relating to the initial terms of new                                                        
members appointed to the judicial council, was read the second time.                                                            
                                                                                                                                
Senator Kelly, Cochair, moved and asked unanimous consent for the                                                               
adoption of the 2d Finance Committee Substitute offered on page                                                                 
2219. Senator French objected, then withdrew his objection. There                                                               
being no further objection, CS FOR SENATE JOINT RESOLUTION                                                                      
NO. 21(2d FIN) Proposing amendments to the Constitution of the                                                                  
State of Alaska to increase the number of members on the judicial                                                               
council; relating to the initial terms of new members appointed to the                                                          
judicial council; and relating to the confirmation of members of the                                                            
judicial council, was adopted.

advance to third reading on the April 7 calendar.
